サーバとの接続をチェックし、もし切断されている場合は再接続を試みる

サーバとの接続が動作中かどうかを確かめます。もし切断されており、
グローバルオプション mysqli.reconnect が有効な場合は
再接続が試みられます。
この関数は、長期間アイドル状態にあるクライアントが、
サーバの状態を確認して必要なら再接続するために使用します。
返り値
成功した場合に TRUE を、失敗した場合に FALSE を返します。
